     Chief Financial Officer/ Tax Collector
CHIEF FINANCIAL OFFICER/TAX COLLECTOR (PART TIME) –BOROUGH OF PEAPACK AND GLADSTONE (Somerset)
The Borough is seeking a part-time Chief Financial Officer/Tax Collector with New Jersey CMFO and Collection certification and a minimum of five years local government finance department experience in NJ preferred.  CFO should be able to prepare, file, interpret and explain the ADS, AFS, and SDS, able to maintain a general ledger for all funds.  Prepare and oversee the budget in conjunction with the Administrator. Other responsibilities include maintenance of an encumbrance system, fixed asset system, debt and grant management, investment and disbursement of funds, bank reconciliations, oversight of accounts payable and receivable. Tax Collector; responsible for the oversight of the bookkeeping, calculation, and accounting functions to comply with all state law and municipal directives in the collection of property taxes.  Proper calculation, preparation, and mailing of tax bills, the receipt and detailed accounting of all monies and/or checks received, the timely and accurate accounting and reporting of the activities of the office as required by state law and municipal directive, and assisting in the administration of procedures for the enforcement of timely payment of due taxes; tax lien sales and redemptions.  Approximately 985-line items.  Knowledge of Edmunds Software Systems and Excel is required. Flexible schedule based on candidate. Role and Responsibilities
The City of Paterson seeks a dynamic Tax Collector to serve as a member of the Department of Finance’s leadership team. Reporting to the Director of the Department of Finance/Chief Financial Officer (CFO), the incumbent will perform managerial and administrative duties in planning and coordinating the operation of the Office of the Tax collector. Complying with all state laws and municipal directives in the collection of personal and property taxes, including the proper calculation, preparation and mailing of tax bills, the receipt and detailed accounting of all monies and/or checks received, the timely and accurate accounting and reporting of the activities of the office as required by laws and directives. Assists in the administration of procedures for the enforcement of timely payment of all due taxes. Must be proficient in Edmunds MCSJ. Approximately 25,000 line items and 21,000 sewer-charge payers. Collection for two (2) Special Improvement District Assessments (approximately 488 line items).  
Experience and Educational Requirement
A minimum of five (5) years of experience in an accounting office setting, at least two (2) of which must have been in a supervisory capacity. Must possess a current, valid (Fiscal Year) Tax Collector Certification (FYCTC), issued by the New Jersey Department of Community Affairs.
Preferred Skills
The ideal candidate is highly experienced, self-motivated and engaging, with well-developed leadership, management, planning, organizational, budgeting and communication skills. Must have an in-depth knowledge of municipal tax collection laws, principles, practices and procedures. Review and recommends policies to the local governing body impacting the operations of the tax collection function. Consults with the Finance Director and Municipal Auditor to maintain accounting and reporting procedures, assisting in the timely preparation and mailing of all final tax bills. Supervises the receipt, reconciliation, deposit and recording procedures, as required by state statue. Knowledge of the administrative aspects of municipal property taxation and collection. Ability to work with professional auditors and/or accountants. Strong and effective interpersonal skills necessary for daily contact with the public. Bi-lingual Spanish and English is a plus.
