The City of Paterson seeks a dynamic Tax Collector to serve as a member of the Department of Finance’s leadership team. Reporting to the Director of the Department of Finance/Chief Financial Officer (CFO), the incumbent will perform managerial and administrative duties in planning and coordinating the operation of the Office of the Tax collector. Complying with all state laws and municipal directives in the collection of personal and property taxes, including the proper calculation, preparation and mailing of tax bills, the receipt and detailed accounting of all monies and/or checks received, the timely and accurate accounting and reporting of the activities of the office as required by laws and directives. Assists in the administration of procedures for the enforcement of timely payment of all due taxes. Must be proficient in Edmunds MCSJ. Approximately 25,000 line items and 21,000 sewer-charge payers. Must have an in-depth knowledge of municipal tax collection laws, principles, practices and procedures. Consults with the Finance Director and Municipal Auditor to maintain accounting and reporting procedures, assisting in the timely preparation and mailing of all final tax bills. Supervises the receipt, reconciliation, deposit and recording procedures, as required by state statue. Knowledge of the administrative aspects of municipal property taxation and collection. Ability to work with professional auditors and/or accountants. Strong and effective interpersonal skills necessary for daily contact with the public. Bi-lingual Spanish and English is a plus.
